Tainted Ink for the win. It's called stretching. It's an old time-saving frame-by-frame animation technique. Basicaly, for rapid movements, you draw just one in-between frame between your two keyframes, but you stretch your lines from point A to B. It's like a motion blur, but drawn. In this case, Twiggy is turning her head. Out of context it looks weird, but during the animation, it's seemless.
